Allow us to build at the fountain as long as it's not interrupting / blocking / being minge or prop blocking etc.

That would fall into the "interuppting/blocking category"

The rule is there in order to prevent people from building mega structures that block it out and make the whole downtown low FPS, it is there to improve technical performance and will therefore not be changed or removed.
