Petition to ban the abuse of flickering rapidly material.

I wasn't honestly sure how else to word that but most people I feel should understand what I mean. You go through town and theres literally just a bunch of props going nuts flashing red a thousand times a second that it legit hurts to look at for more than a couple seconds. I feel like a rule change should be in effect to count that as prop minging.
