I'm a bit confused by what you're trying to say here, can you elaborate?

Yes, but a major part of staffing is being respected and known in the community. A reason lots of new players sometime get denied is because either they spend 90% of time in base and never go out and interact with people, or they just have a close friend group and refuse to interact with anyone outside of that which is fine. But at Atomic we want the community to feel comfortable with the staff and not have ant barriers between us that could make for a uncomfortable situation for either of the involved parties

If you've been on the server longer you have a better chance at getting a +1. New people who have the minimum time requirements usually have to have a really good application to get a +1 from me.

All I'm trying to say is i saw people with not a lot of hours at all and they don't have good apps and I see a +1 from every staff bc they have friends that are on the staff team that finesse there way into getting there friends apps all +1 I just feel like that's not right and I'm not saying this bc I wanna be staff I'm saying it bc there are lots of good people out there who deserve a chance and could probably do better then someone of the staff members on the team now.

I don't get it though u shouldn't have to have tons of friends on the staff just to get a +1 on an app That u Really tried on ive seen so many good apps that get -1 for no reason

Yes the reason is, being friends with staff doesn't guarantee you a position on team. Look at darkphoenix he is friends with every staff but potompatomp, and his first app got denied with amazing +1. It just helps as since you become friends with staff we get better insight to your personality and will be able to tell if you would be suited for the team. While someone who isn't friends you look at the application and try and guess if he would be good suited for the position. It's not neccesqry to personaly be friends with staff, but it is neccesary to be friends with the playerbase

darkphoenix had a terrible app no hate just saying his first app was Really Really Short that is the reason he got denied and every staff didn't give him a +1

+1's don't mean anything It's simply just a way for the staff to put their input on the person/application, I've seen people's apps get spammed with -1's but still get accepted or vice versa then other things go into account like whether or not the person has warns or if they are even a good/nice player in-game but it's ultimately up to Noob, Wilkers and Unknown.

+1 or not. There is also the "Interview" portion of the application process. This allows us to clear up what this person has to offer. We are making sure that the right people get accepted. We want to have more staff, I mean I love meeting new people.

If I see someone's application and it got major +1s and he is a L3g1t person as well for example. That doesn't mean he is going to be favored. We have denied a lot of friends of staff because they were not a good fit, regardless of the support they received. Senior Moderators+ Are the deciding factors and don't consider the support the player got from the application

To receive a +1. Just make a good application that shows your dedication to helping the team. I also advise people to explore the community and people and not base the entire time. It will get you well connected to the community and also give you more insight into how rules are enforced that you might not have encountered yet.

You don't need to have friends to do well on the application process, you can nitpick about one particular persons staff application and how we shouldn't or should have accepted them all you want. But at the end of the day, we have a system set in place that encourages making the effort to get involved within the community and making an effort to make a good staff application, considering the fact that the three people up top are the ones making the decisions (and conversely, do our best to make sure we don't show bias or have conflict of interest with other staff members), I don't understand how we are showing bias in the application process in that sense.
