Based on GLR3, basing locations can only take up one part of the map, mostly defined by those single-colored locations on the building map near the admin area (see below, or here). Since this basing location was taking up more than one space, it would be considered a megabase and by GLR3 enforced by a Class II Failbasing warning. The player will be punished accordingly.
