Suggestion Name Force Law #4 change

What's Being Added/Removed/Changed Force law #4 being changed, if all guns are illegal without a license then why not just say that.

Why It Should Be Added/Removed/Changed This causes confusion because "illegal" weapons are sold by the black market dealer (per job description) this doesn't make sense as the law makes every gun illegal when you do not have a license. This would clear up any confusion made between players and cops as it doesnt really specify what an illegal weapon is, (by Wilkers "Anything that gets pulled by the weapon checker as illegal is illegal without a license") the weapon checker shows all guns on a person (even if a license is held) and it just makes sense to have all guns AOS rather then stating illegal guns.

Perma Weapons are also picked up by the weapon checker aswell

Suggestion Denied
We made this change to give more power to PD, and it is working very well.
As for the Perma Weapons, I think noob has removed them from the check, if he hasn't please make a bug report with the perma weapon names.
