In the clip provided, I can see the reported player (poisson cuit: 76561199405499552) shooting a number of people (4 at least in the clip) for what seemed to be no reason. Based on Rule A11, this would be considered MRDM is a Class V warning.
The player was already warned for hate speech (Class IV) by Cyster, and MRDM (Class V) by DesiredRep shortly after, you may have missed it just because it took a few minutes (see below).
