Put any evidence of this player breaking the rules here. I was outside of the base talking to them and they killed me. There was no kos sign either stating like "behind this line is KOS" or anything relating to me being killed if being near the base. I wasn't even entering the base either, just outside of it talking to them.

You have no evidence to support your claims. If you are going to make a player report, you need to provide your own evidence. I'd recommend getting a clipping software, such as Medal. You can make a ticket in-game using the @ symbol if you don't want to collect your own evidence.
