Add the Bats for kidnappers

I feel like kidnappers have a bit of a disadvantage with the current thing they're using to kidnap people. On Atomic RP the kidnapping tool just takes way too long to put the cuffs on them unlike the bat its just simply more easier to use, and you wouldn't need to wait 5 seconds to just to a successful kidnap. From what I see other servers have the Bats for their kidnappers and its pretty rare for me to see people running around as kidnappers. It would make your whole job easier with the bat.

+1 The current kidnapping system is pretty annoying, takes too long to kidnap someone especially if they are not standing still

There are new handcuffs being added soon where you can hit the target with a nightstick to immobilize them while you cuff them.
