Allow Hobos to Build on Fountain Sidewalk

I don't know if this is a new rule or something but not being able to build on fountain sidewalk severely limits where hobos can build. This isn't a problem on any other server so I don't understand why it's a rule on this one...

it is to reduce lag. all props built on that fountain area render for everyone on the server no matter where they are.

Suggestion Denied
This rule is in place to reduce client side lag. It's a bit dumb, I'd agree. But it's important to help with client side performance.​
