Allow Mercenarynto base (no printers)

Mercenary can kidnap people for money but can’t make a base to put the kidnapped victims, pls fix this

Technically the Mercenary is paid by someone that wants somebody specifically to be kidnapped then the mercenary delivers him to the person that paid for him to be kidnapped.

The Mercenary is paid by other players to carry out RP actions, being able to base would ruin the nature of this arrangement.
