Make MRDM as Terrorist a FailRP (Class III) warn and not a MRDM Warn (Class V)

Earlier today Dirtson Johnson broke some rules and got banned for Mass RDM as terrorist. Even though he DID technically Mass RDM as a terrorist and commit a class V, Terrorist is class that is specialized in literally mass RDMing within the rules. I think the first time you MRDM as terrorist it should be considered a FailRP and not a class V.

The punishment would look in logs as such
Warning Reason: FailRP as Terrorist (Class III)

Adding the "as terrorist" part will prevent people from using terrorist as a loophole to mass RDM while also proving them leeway if they accidentally do break the rules.
If they break the rules as terrorist a second time however and they have the "FailRP as Terrorist" warn, THEN its a Class V Mass RDM Ban. Also, if they were blatantly skirting rules by not adverting, continuously killing people, etc, its still mass RDM.

He adverted after he committed Terror, and also Adverted terror twice. Obviously the rules dont specify, so Kappa was probably using his best discretion.

Players who blow up as terrorist and forget to advert terror (or something similar) Will most of the time get a FailRP warn (example: Novus). As this player obviously did not intend to MRDM and was only a mistake on their part. If the player was constantly blowing up without adverting then they are blatantly MRDM they will receive the MRDM ban.
